Mosquitos love me (or really, really hate me) so I understand your concern. 🙂
While I can’t confirm that you won’t get bitten by a mosquito or receive a mosquito-transmitted disease, I can tell you that my husband and I lived in La Fortuna for several years and neither one of us ever experienced a mosquito-transmitted disease. He rarely got bitten there, despite not using repellent, and I had mosquito bites regularly–even after I had used repellent–but I never got sick.
Mosquitos tend to hang out around stagnant water, and fortunately, you plan to visit in February–in the middle of the dry season–so the odds of you not getting bitten during your trip are in your favor. In addition, La Fortuna isn’t one of the areas where we tend to see a lot of mosquito-related diseases, like Dengue. If you told me you were headed to the Caribbean side of the country (anywhere in the province of Limon), or even the region that borders it (the Cartago province), my answer to your question would be different, but fortunately, you’re not headed there! This goes without saying, since you already addressed it, but simply to support your instinct, I’d use repellent wherever you go in Costa Rica, just to be cautious. 🙂
