Renting A Car In Costa Rica: Should You Do It?
With respect to your specific route (San Jose -> La Fortuna -> Monteverde -> Tamarindo -> Liberia), the roads into and out of the destinations you intend to visit aren’t overly challenging, so I wouldn’t opt out of renting a car purely because of road conditions.
